El presupuesto participativo de Madrid: ¿justicia ambiental y equidad social?

El Presupuesto Participativo, a pesar de todas las dificultades surgidas en su funcionamiento, sigue siendo una de las innovaciones participativas más reconocida, premiada, utilizada y con mayor expansión por el mundo. En todo este tiempo los expertos han señalado el enorme potencial que tiene para beneficiar y transformar las problemáticas de desarrollo, especialmente aquellas relacionadas con la mejora de la conciencia ciudadana, la inclusión social, el medioambiente, la planificación urbana, la transparencia y los servicios básicos. En cambio, hay otros temas en relación al Presupuesto Participativo que han sido menos analizados, como son la justicia ambiental y la justicia social. Se han examinado estas dos cuestiones a partir del estudio de un caso concreto: el Presupuesto Participativo de la ciudad de Madrid. Para analizar la justicia ambiental se han elegido las propuestas aprobadas durante los años de funcionamiento del proceso en ocho distritos de la ciudad, cuatro de la zona centro y cuatro del sur, distritos con un número de población semejante, pero con diferencias muy apreciables en cuanto al nivel socioeconómico. Como conclusión podemos señalar que en todos ellos los ciudadanos proponen y aprueban propuestas sobre espacios verdes y medioambiente. Para la justicia social hemos utilizado las cantidades asignadas para cada uno de los ocho distritos y la posibilidad de espacios específicos para grupos menos escuchados en la gestión de la ciudad: niños y jóvenes. En este caso se han apreciado diferencias entre la gestión del proceso relacionadas con la ideología de los partidos del gobierno de la ciudad.
